Think the starting time is 8pm. Obviously you can go when you want. I didn't hear anything about the activities. Maybe they will try to do something special such as games, prepare foods, pool or drinking contest. If you want more info I can ask. Hope to see you there. Not sure if there's room for all of you at once! So, instead I would recommend Cheongyecheon/City Hall area. They always put up lights Nov-Dec. It's just great to walk around with a few friends and find some old fashioned restaurant or beer hof.
